Our primary office on Capitol Hill allows the District Strategies team to maintain a strong presence in all aspects of federal government, from Congress to the White House and everywhere in between. Our extensive work representing state governments also means our team is well-connected with federally-focused state government as well, maintaining strong relationships with all of the nation’s governors and their key staff.

Working with our partners, we have established a team that spends a significant amount of time traveling to ensure our clients are well served both on the ground and on ‘the Hill’.

Our Team

Ryan McGinness
Ryan has worked in the government affairs field for two decades at the local, state and national levels. He has represented a broad range of clients, from municipal to state governments, family businesses and international corporations. He has managed several successful grassroots development projects at the local and state levels.

A veteran of political campaigns, Ryan served as a campaign consultant to over twenty-five local and state-level campaigns in Nevada, as well as legislative consultant to leadership in the Nevada Senate in 1999. In Washington, he was a policy staffer in the U.S. Senate, followed by several years advocating for state and local governments.

In 2006, he opened District Strategies, and since then has served a wide variety of public and private clients, including his role as chief federal lobbyist for the State of Nevada, serving at the pleasure of three Nevada governors.

Ryan holds a Bachelors in Political Science from the University of Nevada and a Masters in Political Management from the George Washington University. His specific expertise lies in appropriations, transportation, communications, energy, and resources issues. He lives on Capitol Hill.

Tyler Klimas
Tyler began his career coordinating local and statewide grassroots recruitment and volunteer efforts in Nevada.  In 2010, he served as the Southern Nevada coordinator for Governor Brian Sandoval’s successful gubernatorial campaign.

During his time with Governor Sandoval’s administration, Tyler focused on policy and communications at both the state and national level, working as the Governor’s press secretary, intergovernmental affairs manager, and legislative coordinator. 

Before joining the District Strategies team in 2015, Tyler was Communications Director for Nevada’s health exchange, where he managed public relations and outreach efforts for the exchange’s highly successful and highly publicized turnaround. 

Tyler holds a Bachelor’s degree in Political Science from the University of Nevada, Las Vegas. He lives on Capitol Hill.

Jennifer Mitchell
Jennifer handles grants research and regulatory monitoring for District Strategies, providing updates to our clients who require timely notification of federal funding opportunities and pending regulatory actions. A native of Utah, Jennifer holds a Bachelor’s degree from Brigham Young University. She lives in Carson City, Nevada.
