Our primary office on Capitol Hill allows the District Strategies team to maintain a strong presence in all aspects of federal government, from Congress to the White House and everywhere in between. Our extensive work representing state governments also means our team is well-connected with federally-focused state government as well, maintaining strong relationships with all of the nation’s governors and their key staff.
Our bi-partisan, bi-coastal team spends a significant amount of time traveling to ensure our clients are well served both on the ground and on ‘the Hill’.
Our Team
Ryan McGinnessRyan has worked in the government affairs field for over a decade at the local, state and national levels. He has represented a broad range of clients, from municipal to state governments, family businesses and multi-national corporations. He has managed several successful grassroots/grasstops projects at the local and state levels.
He started his political life working on local and state campaigns, serving as a campaign consultant to over twenty-five campaigns in Nevada, as well as consultant to Majority Leader Bill Raggio in the Nevada Senate. Following his move to Washington, he served on the policy staffs of both U.S. Senator John Ensign and Nevada Governor Kenny Guinn, before opening District Strategies in 2006.
Ryan holds a Bachelors in Political Science from the University of Nevada and a Masters in Political Management from the George Washington University. His specific expertise lies in transportation, communications, energy, and resources issues.
Craig Hulse
Craig Hulse brings three years of government and government affairs experience to our team as an Associate, representing a broad range of clients from international corporations to local governments.
He joined District Strategies from The Ferraro Group in Northern Nevada, and prior to that, he worked in the Washington office of then-Congressman Jim Gibbons, as well as more recently, in his Carson City gubernatorial office.
As legislative liaison for the Governor, Craig helped pass the executive agenda through the 2007 Nevada Legislature by developing integral bi-partisan relationships with key legislators. Upon adjournment, Craig served as a Budget Analyst in the Executive Budget Office under Budget Director Andrew Clinger.
Daniel Menahem
Daniel has extensive experience in energy development, and brings his expertise to the firm’s project development practice, working on domestic and international projects at the state and local levels. With a background in finance, he has specialized in financial risk mitigation in public-private partnership development models.
Daniel’s extensive contacts within the energy and finance industry make him an indispensable resource for clients looking to solve development challenges both domestically and internationally. With over ten years experience in the energy industry, Daniel also consults on our municipal, state and private sector clients on energy policy issues. He holds a degree in Finance from the University of Nevada.
